This improvement request is for games like hive and chess where one game is played by 2 players.
Besides the fact that in each round of a swiss tournament those players are paired to play against each other who have the same (or almost the same) number of points, the BGA swiss tournament pairing system works quite randomly. Besides that there should be a number of factors that should affect the pairing. One of these factors is the current ranking.

Also, consider standarizing the BGA pairing system based on the rules of the International Chess Federation (FIDE): handbook.fide.com/chapter/C0401 and handbook.fide.com/chapter/C0402

This improvement request is for games like hive and chess where one game is played by 2 players.
Besides the fact that in each round of a swiss tournament those players are paired to play against each other who have the same (or almost the same) number of points, the BGA swiss tournament pairing system works quite randomly. Besides that there should be a number of factors that should affect the pairing. One of these factors is the current ranking.
Please, consider improving the pairing system according to the standard Swiss-system: en.wikipedia.org/wiki/Swiss-system_tournament
Also, consider standarizing the BGA pairing system based on the rules of the International Chess Federation (FIDE): handbook.fide.com/chapter/C0401 and handbook.fide.com/chapter/C0402
(or at least you can read certain part of their documentation and get some inspiration).

"In chess, each player is pitted (paired) against another player with an equivalent performance score. In "Round 1" of a chess tournament paired using the Swiss System, players usually are seeded according to their known playing strength—e.g. their "chess rating"".
"Players with the same score are ideally ranked according to rating. Then the top half is paired with the bottom half. For instance, if there are eight players in a score group, number 1 is paired to play number 5, number 2 is paired to play number 6 and so on."
For example:
Before the first round the ranking is based on the ELO of the players:
1. aljechin - 0, 870
2. Jewdoka - 0, 848
3. Pseudomonas - 0, 822

Therefore, the ranking changes to the following after the first round to this:
(for the sake of simplicity the secondary evaluation is based on the ELO of the given player - I know that it is differently in the BGA tournaments).
1. Jewdoka - 1, 848
--------------------------------------- (separates the group where each player has the same number of points = 1)
2. Iongler - 1, 792
3. rizeagain - 1, 717
=================== (separates the two groups)
4. aljechin - 0, 870
5. aenorman - 0, 748

6. Pseudomonas - 0, 822
The pairing for the second round can be a quite complex task. I think it can be configured differently (different algorithm can be used). In case of chess and hive it should also consider the color of the players (I filed a separate request for that: boardgamearena.com/bug?id=18199). However, I won't deal with the colors in this example (I can prepare for you a separate one if you need it).
Based on the above separation of groups the 2. round could look like this:
1. Jewdoka - Iongler: this is obvious why they play together
2. rizeagain - aljechin: aljechin needed to be paired with rizeagain from the first group because the first group had an odd number of players. why aljechin and not the other two guys? it is because aljechin is was ranked higher at the given time
