I cant get past the last fort in the second cohort section. I played the meeple to allow it and when it says what worker/which wall guard I want to use it won't let me pick anything and therefore am stuck in the second cohort section and can't level up my fort past 6.

As explained above and then I refreshed/restarted, tried other actions that worked and wrnt back to build my fort and same issue
