The second player to do so should NOT be able to do a take-back if the Conservation Project card is still in the opponent's hand.
I dunno where a discarded base conservation project goes to.
The discard pile? Back to the base conservation projects pile to be potentially drawn again?
My intuition is that it goes into a separate discard pile for Base Conservation Projects.
I feel this way because that's what I do with final scoring cards in a 4 player game, which becomes relevant when both cards with Resistance get played, and resultantly, during the course of the game we need to draw more Final Scoring cards than exist in the deck.
Note that this could result in the top of the discard deck showing a different back in rare cases, and players just need to do a random selection method (such as shuffling) without looking -- the same as pilfering from a hand that contains a base conservation project.
About your main point, it does seem to me that the second player shouldn't get a take-back because they can deduce the taken conservation project. However, it is a very minor edge case:
* Two DIFFERENT players must both get Assertion animals (there are only two of these in the game).
* The second player must play their Assertion animal before the first player plays their project.
* Even if this very rare case happens, in most cases I suspect it is obvious which project the first player wants, e.g. they have 4 Asia icons and the Asia project is not visible.
I think perhaps this bug is not fixed
