Thanks for reporting this issue hoshibunny. You were indeed in a state called Furiten. Furiten happens when you have previously discarded any tile that would complete your hand. This prevents you from calling a a winning tile discarded by another player. You could have still won the hand had you drawn the 3/6/9-circle (9-circle was one of your winning tiles because of 456 678 99) by Tsumo.
