I tried to advance industry and I got this message: " Internal Error. Try F5. Please raise a bug. No factory in the gap"

Move 60. Tired to advance industry and it only gave the option to move along the top path from 7 to 10. No tile had been placed in the gap (is this a requirement?). Afterwards it gave me this error and restarted my turn.
