I had the exact same bug.
I paid 2 green cards, I stood on Giza, it wanted one purple, one yellow and one red I believe it was. I had yellow and red, paid the 2 greens, but it didn't let me take it. So I just wasted the cards.

This just happened to me in game #555453025, move 146 - I moved from one airport to another, and then moved on to a space to take a tour, took the tour, paid the cards, and did not receive the tour card nor the points.

Actually, I think my bug was different - I used the bonus card that lets you take a tour for one card less. Nonetheless, I paid the cards and did not receive the card.
