My understanding is that you are trying to rotate a straight or bent track tile after selecting it in the action palette. When you click on the arrows, do the arrows disappear? If so, you might have tapped too close to the center of the tile. If they remained, you might have clicked slightly outside the tile.
The clickable area on these tiles in the action palette are divided roughly into thirds. The left and right are held tightly to the arrows, which rotate the tile, and the center deselects the tile. These work for me on my iPhone and all of the devices that can be simulated with Chrome devtools, but it can be easy to miss the narrow strip I need to tap to rotate the tile and I may revisit those proportions. What kind of tablet are you using?

I have just increased the width of the clickable area on the action palette rotation arrows. Please let me know if this continues to be an issue.
