When playing with the "first to volunteer" game mode, all players are made active at the start until one has volunteered to be the recruiter. IMO a "pass" button is needed, so that players who don't intend to be recruiting won't be using their time.

I think in that case I have to choose randomly. But that could be an awkward experience, given that passing is a clear signal of "I don't want to be recruiter". So I think when passing I need to show a warning that if everyone passes, you might still be chosen randomly.
