The actions "play a card" and "move/exchange" do practically the same thing, with the only difference being "the card has not yet been played" and "the card is already played" respectively. In essence, both cards are being played, which can be boiled down to a single button.

They are different.
Play a card - Plays cards from hand and/or companion deck top cards. Spends boot tokens when playing companion deck top cards.
Move/Exchange - Moves cards from a play zone to another play zone, or exchanges cards from two play zones. Spends boot tokens.

You selected cards in hand, card in a play zone, and an empty play zone.
What should the game do when the player clicks the merged button then?
Play cards in hand, or move cards from play zones?
Also, playing cards in hand never expends boots. Only playing companion cards does.
