In a solo game, I attempted to purchase the Mother Teresa leader (Spiritual/blue tag) and was informed "The already placed player have a higher priority, you can't place your agents on this card" despite the Automa having Spiritual as its third-highest priority and my civilization (Egypt) having it as the second-highest.
Side note: that error message has a typo (should be "has" instead of "have") -

No, since I was just prevented from taking a legal game action (unless the error shows up in the replay?). But the error occurred in round 9, phase C3.
