I'm not sure there's a bug here.
Both players need to encounter all non-monster cards and the bandit is not a monster. If a monster results from an encounter, both players will fight the monster together, but it doesn't end the encounter for the player who hasn't gone yet.
For example, the rules are explicit that both players encounter a trap. Whether the first player succeeds or fails, the second player will also encounter the same trap. Even if the first player rolls the dungeon die such that they fight a monster, the other player must still encounter the trap and may roll that same monster die again.
It works this way for all non-monster cards. The Bandit isn't a monster card; it's a different sort of encounter where a decision is made. You both made decisions that resulted in combats.
From the rules, you got no mention of the bandit, so:
- if you consider the bandit is not a monster, then you got no indication of what you should do with it. Since it's not writed on the rules, I don't see why you couldn't just ignore the bandit on that case? It's a card without effect (I'm trolling here, but that's my main point)
- if you consider the bandit is a monster, then the rules makes sense to me, and so "It is a fight to the death, and whoever loses all their HP dies horribly", so the bandit dies. So I would assume that bandit is discarded or has no effect anymore
From the forum post, it's a question about what if one player pay the toll and the other one don't. It's not what is present here (or on that game: boardgamearena.com/archive/replay/240320-1000/?table=496542833&player=84207926&comments=84207926;# floor 3 i think ).
So what I would propose is the following:
- first player can choose to pay the toll or not:
if he does not goes to fight section
if he does, then the second player can choose to pay the toll or not. If he does not, goes to fight section. If he does, end the event for both players
Fight section: disable the toll option, and make everyone restart the card they are on. Which mean anyone can choose who will fight the bandit first. Once he is defeated end the card.
I don't think you should ever have two fights on a row from a single bandit card.

This is untrue. The rules definitely cover how non-monsters are encountered by two players. Both player must encounter all non-monster cards separately. For example, traps are encountered by both players separately, even if the trap results in both players needing to face a monster. Bandit works like that, too.
Then it's double monster, which makes it a very horrible card.
It makes no sense to me...
