I think the problem must be the same with the Drone Simon when there are no more scrappers in reserve. In the French rule it is specified that redeployment does not remove the scrapper from the game, which suggests that you can redeploy your leader. I am not sure.

The editor changed the game rules. Leaders are no longer considered scrappers. So I rolled back this change.
